TEST_RAN:	Transmits the location tag at random intervals between 2.3-10 seconds.

TEST_SLE:	Transmits the tag at a steady interval specified in the file. 
		The system SHOULD use the random interval version, but this steady interval
		program is useful for testing/demo runs.
